APAC is responsible for the EAD System Implementation Project's PROGRAMME
MANAGEMENT on behalf of Frequentis, which has led the Consortium since 01
July 2000. The major challenge in this project is its complex and distributed
environment. Due to the wide scope of the project and the fact that the know-how
is distributed over several subsystem experts who belong to different companies,
a Design Authority Team was established, which is responsible for the technical
decisions. Eurocontrol representatives attend all Design Authority Meetings
as observers and advisors. An incremental development approach was chosen
in order to provide early results for validation by the clients and to minimise
the design risk.

APAC implemented a very lean project management
team that strongly relies on the results of both quality and configuration
management. The implemented state-of-the-art management procedures, including
Earned Value progress tracing, facilitate the early identification of potential
delays and other problems.
APAC's QUALITY MANAGEMENT AND CONFIGURATION MANAGEMENT
is the basis for efficient and effective Project Management. To date, about
15,000 items (documents and correspondence) have been handled by the Configuration
Management based on a Lotus Notes database. Quality Management supports Programme
Management in action tracing, audits, progress evaluations, risk tracing,
reviews, quality checks and much more. TeamEAD Configuration Management database

VERIFICATION AND VALIDATION MANAGEMENT
is performed by APAC. State-of-the-art V&V is defined and implemented
for the EAD SW and HW. Well-defined and formalised processes on three levels
verify that the EAD system is built as specified. All V&V processes are
performed for each increment - EAD is developed by an incremental development

Subsystem V&V
The subsystems are obliged to follow a defined and formalised V&V process
from module testing to the subsystem FAT. The subsystem will only be accepted
by the TeamEAD V&V manager for system integration if it has successfully
passed the subsystem FAT.
System V&V
After successful integration of the subsystem, the TeamEAD V&V team performs
the system tests, which consist of a subset of subsystem tests extended by
system tests.
System Acceptance V&V
Eurocontrol and the Pilot Clients perform the system acceptance tests based
on system test procedures, which are extended by additional workflow and free
tests.
